進(jìn)口跨境電商迎實質(zhì)性利好

11月30日，商務(wù)部、財政部等十幾個部委聯(lián)合發(fā)布了三份進(jìn)口跨境電商政策文件，進(jìn)一步完善我國跨境電商零售進(jìn)口監(jiān)管工作，調(diào)整跨境電商零售進(jìn)口稅收政策，提高享受稅收優(yōu)惠政策的商品限額上限，擴大清單范圍，并于2019年1月1日起執(zhí)行。

單次交易限值提5000元

跨境電商政策調(diào)整主要包括稅收政策的調(diào)整，一是將年度交易限值由每人每年20000元提高26000元，今后隨居民收入提高相機調(diào)高。二是將單次交易限值從2000元提高5000元，同時明確完稅價格超過單次交易限值但低于年度交易限值，且訂單下僅一件商品時，可以自跨境電商零售渠道進(jìn)口，按照貨物稅率全額征收關(guān)稅和進(jìn)口環(huán)節(jié)增值稅、消費稅，交易額計入年度交易總額。三是明確已經(jīng)購買的跨境電商零售進(jìn)口商品不得進(jìn)入國內(nèi)市場再次銷售。

商品清單的調(diào)整，一是將部分近年來消費需求比較旺盛的商品納入清單商品范圍，增加了葡萄汽酒、麥芽釀造的啤酒、健身器材等63個稅目商品；二是根據(jù)稅則稅目調(diào)整情況，對前兩批清單進(jìn)行了技術(shù)性調(diào)整和更新，調(diào)整后的清單共1321個稅目。

對此，業(yè)內(nèi)認(rèn)為，國務(wù)院再次決定延續(xù)和完善跨境電商零售進(jìn)口政策并擴大適用范圍，對中國進(jìn)口跨境電商行業(yè)將帶來重大利好。洋碼頭創(chuàng)始人兼CEO曾碧波表示，該細(xì)則的出臺，將進(jìn)一步刺激消費回流，釋放消費者在輕奢類高客單價領(lǐng)域的消費需求。

對海淘代購會產(chǎn)生影響

跨境電商政策還明確已經(jīng)購買的跨境電商零售進(jìn)口商品不得進(jìn)入國內(nèi)市場再次銷售。中國電子商務(wù)研究中心主任曹磊認(rèn)為，這次明確跨境電商零售進(jìn)口商品不得進(jìn)入國內(nèi)市場再次銷售，對個人代購或會產(chǎn)生不利影響。不管是個人名義，還是以公司為單位運作的代購公司明顯是違法的，本來就處于“灰色地帶”，以后運作更難。

分析：進(jìn)口跨境電商正步入全產(chǎn)業(yè)鏈競爭時代
