“近期，一家國際權威機構評估稱，中國國內的消費總規模將在2018年靠前次超過美國。這意味著，2018年之后，全球較大的市場將不再是美國而是中國。這一預測是否準確姑且不論，但中國的潛在市場規模是美國的3到4倍，而且正在不斷從潛在變為現實，則是一個可以預見的未來前景。”中國外交部長毅在中拉經貿合作論壇暨中拉企業家理事會開幕式致辭中這一表述引起了眾多業內人士的關注。 毅還說，“隨著時間推移，中國同美國以及同其他國家的貿易結構遲早會發生根本性的變化。現在去美國訪問，特別是到美國的地方，各州的州長和企業家們關心的不是中國向他們出口了什么東西，而是他們能向中國出口什么東西。關心并愿意更多進入中國的市場，將成為一個不可阻擋的趨勢。未來很多國家包括美國在內，對中國的出口很可能會超出從中國的進口，中外貿易結構也將發生逆轉，可能是中國會面臨逆差。” “實際上中國政府對中國貿易地位和對外貿易的看法發生了變化，這不是外交部靠前次這樣講。”中國社科院亞太與全球戰略研究院大國關系研究室主任、副研究員鐘飛騰在接受《中國貿易報》記者采訪時說，毅致辭中新的提法是，2018年中國將成為全球較大消費市場。 鐘飛騰說，這一變化是有脈絡可循的。早在2013年4月7日，習近平主席在博鰲亞洲論壇年會上發表主旨演講時就提到，今后5年，中國將進口價值10萬億美元左右的商品，對外投資規模將達到5000億美元，出境旅游有可能超過4億人次。“從習主席提到進口數據、對外投資數據和出境游數據，到中國決定在2018年11月舉辦中國國際進口博覽會，可以明顯看到一些新的趨勢。”鐘飛騰說。 過去這么多年還沒有哪個國家超過美國成為全球較大消費市場，當年的日本也沒超過。在鐘飛騰看來，美國之所以能獲取國際話語權，其中的一個原因就是美國擁有巨大的消費市場。“我們以前說‘中國對世界經濟增長貢獻率是30%’，這個說法還比較抽象。如果中國成為全球較大消費市場和較大的進口市場，那么，中國經濟增長對世界經濟的貢獻將變得看得見、摸得著，以后世界將更清晰地看到中國實實在在的貢獻。這對重新認識中國和世界的關系有很大意義。” 鐘飛騰認為，對外貿易方面的這一變化對國內供給側結構性改革也會有促進作用。因為加大外部進口的規模可以刺激國內廠家提高產品質量。在消費者越來越挑剔、對產品品質要求越來越高的時代，這樣的刺激很有必要。 改革開放以來，我國長期維持較大規模的貿易順差和外匯儲備，在進口增加、更能接受貿易逆差的變化中，我國國際收支結構也面臨新的調整。“當年中國經濟體量小，保留很多外匯儲備很有必要。但隨著中國經濟體量越來越大，是否還需要那么多的外匯儲備則是再論的。以前買了很多美國國債，效果不算好。”鐘飛騰說，從系統性角度考慮，擴大進口規模和更多國家的經濟捆綁在一起，可以削弱美元霸權，擴大進口也會擴大人民幣涉外使用，對人民幣國際化也起到支撐作用。 總體上看，上述變化涉及到我國對外貿易思維框架和開放戰略的遞進。鐘飛騰舉例說，原來一些鼓勵出口的政策要適當調整一下。以前是加工制造受關注，現在也要更多考慮環境、衛生、健康等方面，要在這些領域加大投入；在制造業升級和經濟進入高質量發展階段，要依照十九大報告指出的新的社會主要矛盾來重新調整外貿戰略。
